They are foil characters because they both know more about Romeo and Juliet than anybody else. Both of them are kind of like "care takers" for Romeo and Juliet and they know more about them and have gone through tons of things with the two.
The nurse and the friar are foil characters because they both are from different families but are nutral in the fued. they both want to help like there young family members... because they think it will stop the waring families.
